Focusrite Crackling Audio

I've just bought myself the Focusrite Scarlett 2i2 interface and am having quite a lot of trouble with the latency.

My pc specs should definitely be good enough:
AMD Athlon II X2 250 processor at 3Ghz
8gb RAM
I've set the Scarlett to the input on preferences, but the input latency is at about 70ms (overall latency around the 200ms mark) and when the input buffer size is reduced to get it to a lower value a lot of cracking and artifacts start happening. I originally bought the AI as a way of playing my bass through my computer speakers as I don't have an amp in my new house but the timing is making it unplayable. The recording quality is good but I can't hear myself.
Any suggestions?
